The answer is continued. Why cant we use “continuing” here？
▲关于用continued还是continuing作定语的问题，还需要从词的源头说起：continue意为“继续，持续，延续”，既能够是及物动词，也可以是不及物动词。假如用目前分词作定语，那样就是它的不及物使用方法，表明被修饰词自己的“继续，持续，延续”； 假如用过去分词作定语，那样就是它的及物使用方法，表明被修饰词是被“继续，持续，延续”，带有人为的性质。比如“继续教育”这个短语，到底是continuing education还是continued education？我觉得都可以。前者说明“教育自己的继续” （continuing education意味着education that continues）；后者说明“教育让人为的继续”（continued education意味着education that is continued）。到底用目前分词还是过去分词作定语，这要看被修饰词跟continue的关系，与强调主动还是强调被动的问题。
▲大家常常见到，在文章末尾出现“未完待续”，用英语说就是：to be continued。这个短语表明两层含义，一是“以后”，二是“被动”。假如说continued，那就是“接续”放在下篇文章的上方，说明这篇文章是“被继续刊载的”。
▲关于continuing partnership还是continued partnership，到底什么对？实话实话，我觉得两个说法都很好，由于两种表达都讲得通！当然，若把partnership 改为cooperation好像更好。
